Dear Release Team,

I would like to request the transition of libcgroup. The only reverse
build dependency currently is kylin-process-manager. I have successfully
built it locally against libcgroup 3.1.0-1~exp1. I haven't tested it
though. I could share the kylin-process-manager build log if required.
