Dear release team,

(I am not sure this requires a transition slot, but I am asking just to
be on the safe side)

I would like to request a transition slot for opentelemetry-proto along
with opentelemetry-cpp. The latter is a reverse (build-)dependency of
the former, and in the proposed packages I've included a versioned
relationship (opentelemetry-cpp 1.19.0 needs opentelemetry-proto 1.5.0).

To summarize:

opentelemetry-proto 1.3.2-2 -> 1.5.0-1
opentelemetry-cpp  1.17.0-3 -> 1.19.0-1

Please note that opentelemetry-cpp is not a regular library, it doesn't
(currently) have a SONAME, and there is no new binary packages
associated with this request.

tango is the only reverese dependency of opentelemetry-cpp, and I have
confirmed it build correctly with opentelemetry-cpp 1.19.0-1~exp1
