Uploaded, and built successfully on release architectures. No functional
changes vs 48.3.1-1, changelog update only.
I'm also hoping that some of the fixes in the new upstream release will
address, or at least help, the flakiness of mutter's test suite and
autopkgtests (#1093969) - but that's difficult to determine because it's
always been a probabilistic thing
For what it's worth, the build-time tests (which are the same code as
the autopkgtests) seem to have passed first time on all release
architectures, so I'm hopeful...
