Fix Bug #1128265. Package does not work at all because it tries to use
python module 'imp', which has been removed.

Package does not work.

The bug submitter (also a DD) tells me that the package works again in unstable.
In trixie, with the same fix, I've checked that running "policyd-rate-limit" 
does not trigger

ModuleNotFoundError: No module named 'imp'

anymore.
