The reduction applies when all the results are in (or the not yet returned results are going to be ignored), no regressions are triggered and all the scheduled jobs for its own source pass. I this case we're waiting for results to come in. There's a lot of activity in the archive and some days the infra has a challenge to keep up. There's nothing wrong with openssl; I'm keeping an eye out.
