for transition 9.5 → 9.6
This should wait until the python3 transition is finished, unless it
somehow improves things for it.
It does fix python3-vtk9.pydist (mapping python vtk to debian
python3-vtk9), but we've been living with that bug already.
Apart from that it's just general vtk improvements.
It can wait for the other transition.
