Why not symlinking dhcp3 -> dhcp and moving files from the old directory
to the new one? Old packages could always continue to work and they
could migrate smoothly to use the new directory. You could eventually 
drop the symlink when ever the last package was migrated. This should also
be done for allowing admins to migrate their own hooks if any.
