The debdiff between 1.0-dist-4 (in stable) and 1.6-1 (in testing) comes to "295 files changed, 24803 insertions(+), 8826 deletions(-)" (after ignoring .po files) which is quite large for a stable update. I know the volatile team (CCed) have published an update for pidgin in the past to fix ICQ support, but if memory serves that was a relatively small update.
