It's not so easy since there are a few packages which would be broken:

wnn7egg (contrib)
ecasound-el
elserv
gnus
hyperlatex
wysihtml-el
yc-el

The hyperlatex problem is tracked in #571122, and the gnus package can
probably be removed from testing without harming anyone (emacs23 has a
newer version).  I think that bugs should be filed against the others
(which severity?).

Note that this comes from xemacs21 not being in testing; the xemacs21
maintainer's lack of response to RC bugs suggests that maybe it will not
be released with squeeze.
