I'm not the author here, but my guess is that Build.PL was renamed so that Makefile.PL would be the preferred version, perhaps due to a bug with some interaction with Module::Build that they're investigating. I think that Debian packages are all built by Makefile.PL anyway (regardless of the presence of Build.PL, unless it is the only one of the two present, or unless we use an override to change the buildsystem)... so this means the change shouldn't affect us at all.
