Yep, that was the original intention. If you look at the original commit http://git.ganeti.org/?p=ganeti.git;a=commit;h=f2ffd244aed2749f719b2c1811dd715be9ae6a26: "ganeti-noded: Create LOCK_DIR if missing We need this directory for locks, so if for any reason it's not there we'll create it.
