It's not been in the archive for 11 months now. You might find that someone else on the team disagrees, but I think several months in to the freeze is too late to be reintroducing packages which aren't even in unstable. On a related note, I don't think that the package making it in to the release should be being used as a benchmark for whether it should be reintroduced to unstable.
