With permission of the current maintainer of dotconf, I like to update
the dotconf package as it is a requirement for the new version of the
speech-dispatcher, which is an important accessibility package.

Upstream dotconf has changed the soname versioning scheme, and as such
the update to the latest version is also a transition. I request a slot
for it. Ubuntu already has the updated version.

The following packages have a (build) dependency on dotconf:
