The jessie/main s390x Packages seem to be missing?

Installed jessie within a Dockerfile, and the apt-get update. 
Receive

E: Some index files failed to download. They have been ignored, or old 
ones used instead.

This worked a few months ago, failing now with the missing packages.  When 
did this go away?  Was it intentional?
