This is yet the same issue again, gdcm will need the file doc_header2doxygen.pl
In vtk7 it could be found in two locations:
% dpkg -S /usr/share/vtk-7.1/doxygen/doc_header2doxygen.pl
libvtk7-dev: /usr/share/vtk-7.1/doxygen/doc_header2doxygen.pl
% dpkg -S /usr/share/doc/vtk7/doxygen/doc_header2doxygen.pl.gz
vtk7-doc: /usr/share/doc/vtk7/doxygen/doc_header2doxygen.pl.gz
Please provide at least one in vtk9* packages.

f4902fe5e342e12a48533339a490e825ef75d199
I'll remove the code in GDCM asap.
I understand that this bug against vtk9 can be closed then. Doing so
now, please reopen if I misunderstood.
