2.2.3 and 2.2.4 are booting up without problems.

Enableing both, CONFIG_SCSI_DC390T and CONFIG_SCSI_AM53C974, causes the 
problems.
This was (is?) the default config of the debian kernel image 2.2.12. This was
changed in the 2.2.13 image, which boot-floppies uses since 2.2.3. So no 
problems.
