Hi Jack,
99% of folks use network aware tools like apt-get, aptitude, etc for one
arch, the one on the machine. Debian probably has not done this because
it is rare. But you can read the source of dpkg and apt-get and have fun
with it! Also debootstrap or dbootstrap may be good source code to look
at. But I'd say the best thing is to ask this on debian-devel!
