debian-user is for users, all users, and I think it should stay that way. Yes the volume is high, but there's something to be said for keeping everyone on equal footing.
I don't read debian-user every day, but most days. I try to get to it fairly regularly and answer questions when I can. If you create somthing like debian-guru you're just asking for many of the knowledgable people to leave debian-user and never look back. What I think we really need is a good debian-user FAQ, so that we can point people to that.
