I would say that pppd looks at /etc/ppp/options and at /etc/ppp/peers/ISP_name. Since you can connect to the ISP as root, I guess that your problem is pppd permitions. does ls show the existance of /etc/ppp/options when you are looking as root ? Does pppd is suid ?
