We don't upgrade stable releases except for critical security fixes (and
perhaps the odd nice thing that is guaranteed not to be any worse than
the original situation, like the addition of console-apt in potato r1).
OpenSSH 2 is available in unstable.

(Incidentally, any sentence that contains "why Debian doesn't" is
probably wrong. :) OpenSSH 2.0 didn't exist in time to go into potato,
but even if it had it would have depended entirely on the volunteer who
maintains ssh whether it went in - not on the whole organization.)
