probably because openssh2 came out after potato was frozen. and because
debian
is a good distribution they won't allow such new and untested code into
a frozen distribution :)

from the looks of it debian potato froze on jan 16 2000 and openssh
started
supporting ssh2 around april/may 2000 (going from the press coverage
on openssh.com)

woody and or sid probably have openssh2.x however i don't use non stable
distributions so...i can't say for sure.
