Here's how I got ssh working again.
1) make sure you have the following packages installed:
debhelper
libwrap0-dev
libpam0g-dev
libssl-dev
2) run this command
apt-get --compile source ssh
3) install the resulting ssh deb
There may be other required packages that I already had installed that
you still need. If so, the apt-get command will die with a failure. You
should be able to tell from the error message which packages you still
need to install.
