The short answer is No. You can measure certain things, that you are interested in, but there is always the problem (as someone mentioned) that once the benchmark is known the developers optimize for the benchmark instead of real life. The other issue is the meaning of any given measurement. Why do you want to measure it? What is your goal? For something as broad as an OS, just use it.
