Hmmm... I usually just do a dpkg -i on the .deb file (usually hidden
under /var/cache/apt/archives).  I don't know offhand why apt-get
--reinstall would fail, or if dpkg would fail in the same way.  If it
happens again, post the error, it'll give us a better idea.

FWIW, I never used rpm --replacepkg either, so I'm probably not the
best one to ask.
