Not.

The canonical location is relative to *grub's* root partition, ie. the
beginning of the partition where grub is found. Some people confuse that
with the root filesystem's partition -- a lousy choice of terminology by
the authors of grub. 

Whether /boot is a separate partition matters not at all.

If /home is a separate partition, does that mean your home directory is
/home/home/dave?
