I am not certain this has anything to do with your problem so have been reluctant to reply, but I couldn't fix it through tzdata or anything else like that either. After a couple of days of hunting and trying a few things, still couldn't find a solution. But running quite a few KDE packages, I thought I would give that a go and used the control center of KDE to set the timezone and it fixed the problem. Hope this isn't just noise and might work in your case.
