The apt.conf(5) manpage mentions the file
/usr/share/doc/apt/examples/configure-index.gz which should give you an
idea about which option to change.

"It should be announced more prominently!", I hear you say.  Before you
file a bug, please wade through the *more than 800* outstanding apt bugs
to see if somebody has already suggested that.
