Well if the bottom-poster just leaves the cited text without any sort of cleaning, i.e., leaving full messages instead of just leaving the content s/he's replying to... then yeah, it's kinda irrelevant (and it happens a lot here as well). Otherwise you'll just skim through brief excerpts of text that provide you with context until you get to the new data.
