I understood that websites mention a requirement to read a PDF file, but they were happy to let the user download it anyway or choose any program to view it. For example, in my Debian Testing sytem, I do not have the acrobad plugin (that automatically opens a PDF file within the browser) installed and the browser presents a dialog box asking me what to do with the PDF file. I save it or just open it with any application (kpdf, evince, acroread). I have never had a problem in this. Could you give the URL of the website you are trying?
