The text of the GPL does not require you grant license under the GPL either 
universally or without cost.  It is legal to charge someone for a license to 
your software under the terms of the GPL.  However, that price would also 
cover any licenses granted under section 10 of the GPL.

You can ALSO charge a per-copy fee.
