Maybe, way back, CIA and NSA brain storming dreamed up the idea of interconnecting the whole world with a gigantic interconnected signaling system that could be used to keep track of everybody everywhere without them realizing they were being watched. They secretly gave money to college prof.s of EE to invent it for the purpose of well intended mind control.
