The two use different holding mechanisms and the release notes recommend checking both systems (if aptitude is installed, it isn't by default) for any held packages. Only one is subsequently recommended for the upgrade, of course, and it hasn't always been the same one for the last few upgrades. Though an upgrade is normally done in at least two stages, so both could be used if desired.
