I am using gdm. If jail is over the top then you cannot know how I feel.

Graphical root logins are disallowed by default. Set this value to 1 to enable priviledged user logins.
2.2.5. Greeter Configuration

SystemMenu=0
Turns the Shutdown/Halt menu on/off.
