Why don't you give Ubuntu a call or check on their mailing list ? You problem seems much more related to Ubuntu than Debian.
The only thing I can tell you is look inside /var/lib/dpkg/info/ and remove the file .postrm (or whatever you need). This way you will be able to remove the package or install it.
