I uncommented the table and changed the 2002 to 2001 and that seems to
have prioritized ipv6 but it's a bit of guesswork for me:

precedence  ::1/128       50
precedence  ::/0          40
precedence  2001::/16     30
precedence ::/96          20
precedence ::ffff:0:0/96  10

Now if I go to google.com for example, ipvfoo (extension for chromium)
tells me I am using ipv6.
