One thing to consider is that in modern software development practices the idea of secure/private by default is getting more and more important and implemented. It is good practice to protect yourself and your users against mistakes. I know things can be done to set a proper mask, but why not opt for the same stance that firewalls have adopted long ago, being "deny by default"? In some cases that might make a system harder to use, but I don't see how that could be the case in a user's home directory.
