That assumption is incorrect. I mean Niagara falls being close enough to Toronto for a weather forecast match.
I suspect it is the last large u. s. city on which it can base anything.
Need to decipher the currl? option. Allot of strange characters in that post.

I think that all airports provide current conditions in a standard
format.  It's getting the forecast from a different source, most likely
the US National Weather Service.  There is probably no international
format for forecasts.

It (or the Weather Service) is somehow guessing that Niagra is near
enough to Pearson Airport for that forecast to be useful.  When I ask
for a forecast for somewhere far from the US it says

   WARNING: no URI defined for zone_forecast
