I got the same error when I tested Rotterdam in the Netherlands.
I do agree though, making adjustments for more North America reporting options seems smarter..after all one never knows how long national weather service data will be solid. Would love an environment Canada link that uses ytz instead of Pearson airport too!

I suspect it is the last large u. s. city on which it can base
anything.

When I give it the code for an airport in Africa it responds with the
local conditions but says

     WARNING: no URI defined for zone_forecast

rather than guess at a forecast.  If it was using the nearest big US
city it would return a Miami forecast.

In any case to provide forecasts for Canada the program will need to be
modified to use whatever data Environment Canada provides.  They provide
text bullitins that look just like the US ones so it shouldn't be too
hard.
