Sorry, I am rather ignorant about systemd, but from what I recall form the first mail of the thread, the OP complains that some processes do not appropriately get terminated and killed upon a reboot or shutdown request they initiated. Am I mistaken? I was thinking these requests are treated by systemd-halt.service(8)?
