I expect, KillMode for the parent unit is respected. systemd-cgls should help to find the unit.
Posting to paste.debian.net a shutdown log obtained using journalctl (perhaps with some options like --no-hostname -o short-iso-precise) might allow others to spot the cause of the issue.
