The monitor need not stay, but one likely needs it to start?

By start, if you meant "install Debian":
I have been using a monitor for the actual installation. Maybe someone with experience can explain what options are available for installing Debian without a monitor or possibly with a screen reader, as I have no experience with that. I always install using graphical mode, then leave it headless afterward on machines I drive entirely via ssh.

Or if you meant "boot": no monitor required for that, except in the case of one old Dell machine I used to run which required me to always press something like F2 to continue boot because the front panel was missing.

Starting a virsh virtual machine installation I always do entirely over ssh to my headless server. Then once it is started I connect to the booting debian virtual machine install via vnc remote desktop to the selected port on virsh at my server's ip address, and run the Debian installation in graphical mode. After install and reboot I use ssh, never again vnc unless I accidentally lock myself out of the vm's ssh.
