I think dishonesty isn't the issue here. It seems that Branden's and Manoj's proposals have different effects, beyond clarifying the current situation. Branden's would make it relativly easy to modify the Social Contract (and other non-technical documents), whereas Manoj's would make it relativly difficult to modify the "core" non-technical documents.
