I believe that there is evidence prior to 1999 that neither of
these sentences is accurate.
There is also evidence of maintainers not giving a f*** about making
their packages integrate correctly with the rest of the distribution, or
being incapable of collaborating with other developers.
We need an arbitration body. But we need one that works, not a club
where only veteran unix admins feel at home.
