Debian was *much* smaller then; with a smaller group it's easier to reach consensus. Also, I think there was more of a "I'll do what I like, to heck with the rest of you" approach, whereas now we try much harder to build a technically coherent distribution. I think the TC is a useful last resort where other ways of resolving technical disagreements have failed. Perhaps we should consider having a non-binding mediation group for developers to go to before invoking the TC? It could help developers to resolve problems on their own before the TC need be involved. Although that runs the risk of just prolonging things even further...
