An ideal GR has two options, the consensus opinion and NOTA, and the vote is the formal step that recognizes that there is a consensus and makes that an official project position.

If we have multiple groups, then there is no consensus, and the choices are to either work together, or force a decision that creates "winners" and "losers."

In decreasing order of desirability:

1. consensus
2. working together
3. deciding vote
4. general unhappiness with the status quo

We are at 3 because 1 and 2 failed and people believe it is still better than 4.
