Anyone mind if smart_change.pl (which is a pain AFAIK by requiring the whole webwml to be checked out and many files to be modified) is replaced with something @debian that watches commits and tries to tell the difference between translatable and auto-translatable changes? (First two thoughts: reading commit messages and regexps on the diff.)
