This problem is part of a wider problem commented in bug #820119: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=820119 In summary, we may need to get better "tidy" and "validate" tools and/or fix the perl scripts that generate the files in international/l10n/po/ webpages.
