There may be a URL with a form to do it, but if not, you can go to
http://spamcop.net/w3m?action=checkblock&ip=xxx.xxx.xxx.xxx (replacing 
xxx.xxx.xxx.xxx with the IP address you are looking up).

The SPAMCOP test doesn't discriminate -- if it sees spam from AOL 
addresses, it will list them.  Occasionally, popular ISPs will get a 
mailserver that isn't an open relay listed in SPAMCOP, if they have a user 
that sends out spam.  Also, occasionally legitimate mailers will get listed 
(if enough recipients think it is spam, even if they had previously 
requested it, it will get listed).
