We have similar circumstances in the email systems that we host. We currently trap more than 80% of incoming messages as spam with our Message Sniffer software. The average for all reporting systems is something just over 70%.
I think Declude w/ Message Sniffer is the way to go if you have an Imail server. Of course I am biased - but there are others here who might back me up.
