I believe the idea behind the original suggestion for it was a way to have per-domain footers for outgoing E-mail. For example, with DOSENDERACTIONS ON, you could have a \IMail\Declude\example.com\$default$.JunkMail file with "CATCHALLMAILS FOOTER [This is a footer for the @example.com domain]" in it. This would then get applied to all E-mails to *or* from @example.com.
